19 Year old Daughter and Panic/Axiety

Can you please advise me how to help my daughter (actually I have 4 daughters) would you suggest she start progesterone for these symptoms and if so how do I direct her? she has severe anxiety and panic, she is a full time college student with 3 part time jobs. She is wanting to go on anti-depressants but I told her to please not. She is in tears, please help me to help her.
