Treatment for PCOS with powder and progesterone cream

I'm a 23-year-old female who wants to use progesterone cream and the PCOS powder from this site to help my PCOS and restart weight loss. I'm currently taking 1500 mg Metformin and 50 ug levothyroxine.
If I understand correctly, I should start using the progesterone cream the day I ovulate, and from then for two weeks until I get my period again?
Will rubbing the cream on my breasts help stimulate breast growth? I feel my breast growth has been stunted from having high testosterone during puberty.
Also, how effective is the PCOS powder, and is it certified? How long does it take to ship, since I need it quickly?
